The Highlands Water Protection and Planning Act of 2004 created a fifteen-member Highlands Water Protection and Planning Council — known as the Highlands Council. The Highlands Council is charged with carrying out the provisions of the Act, including development of a Regional Master Plan for the Highlands Region. The members are appointed by the governor, and include public officials and citizens from the Highlands region, as well as members of both major political parties.
